But what will motivate P5 to do it? Only money can do it as the P5's could care less about UCF or some other G5 getting locked out.

Hell no.

This is good. I'd do the first round games at the top four seeds' stadiums. Second round could rotate between the big 6 bowls, and the final would be in an NFL stadium to include cold weather sites.
