Wrong. The Board is self-nominating and confirmed by the Senate, that is the only external check. As President of the Board the Governor can only preside over meetings, there's almost no power there. The ability to set the agenda is explicitly given to the President pro tem, not the President, in the board bylaws.

This is correct. However, as far as I know, the governor never attends BOT meetings (even though they are technically members). If our governor suddenly started attending these meetings, the tone of the meetings would change drastically. They would have significant influence.
