Personally I would have the first two rounds at host sites of the higher seed and have the semis and finals on the weekend with it at a neutral location that rotates every two years (3 years is ok too) between Baltimore, Richmond, N Charleston. I think any further north is a very bad idea (I know others have thrown out the Palestra in Philly) and having it in the deeper south side for very long is not a good idea either, albeit better than going north as the conference currently sits.

I actually like the idea of the early round games being distributed onto campus sites as well.
