I am remembering a similar discussion on roundabouts way back....

If the City of Toledo did not borrow capital improvement dollars for operations all the time they could locally fund a project to improve Secor without involving Ottawa Hills in any way. Just widen and improve the NB lanes and ban all left turns thru the corridor. Guise it as a waterline replacement. Then you could use the water budget

If you want to use MPO money then limit the project from Central to Kenwood

The interchange will not take away the entire need for improvements of Secor. Just lessen the congestion some. and if you are going to do nothing it should be striped for three lanes
