Illinois' income tax rate from 1991 - 2010 was 3%. From 2011 - 2014, it was 5%. From 2015 - June 30, 2017, it was 3.75%. From July 1, 2017 to present is is 4.95%.

The rate was flat for nearly twenty years and then increased dramatically for three. During that time, funding was cut, as you note above. So, the funds were shifted elsewhere.

The problem in Illinois isn't a revenue issue -- it is a spending problem. King Madigan has ridden the state all the way down.
