Maybe the FBI can be moved to Chicago or Detroit - those two cities seem to be prime spots for FBI interaction anyway.

But this story says they just want to move it across the street (but perhaps make it a big smaller and split up the employees between this new building and Quantico). They have already spent quite a bit of money figuring out where to put the new headquarters. I guess if they save money on a new building then the money already spent won't have been wasted.
