Unlike in Europe and other parts of America where it is just another way to get around a city, public transportation in the South, particularly in Alabama, carries with it a racial stigma resulting in it always being underfunded and fractionally available. A number of years ago, B'ham's MAX sought matching funds from Montgomery for millions offered from Washington to modernize equipment and expand service. B'ham's request was rejected, and the federal money went to other cities in other states.

Even though factual evidence doesn't support the opinion, Medicaid suffers from the same stigma which is why Alabama's leadership turned down millions from Washington to prevent Medicaid expansion in Alabama. "Poor people" has become the new code word for racial minority.

There was a good reason why the 1955 Montgomery Bus Boycott was so effective. While the Blacks refused to ride the buses, the Whites would not ride them either because they were (and still are) largely considered "minority transportation". A common slur in B'ham referred to buses as "The Mountain Brook Maid Delivery Service".
