I didn't hear what he said but from your description I have an idea of what he was getting at. With the score 17-15 a TD plus the extra point would make it 24-15, a nine point game that would require Eastern to score twice, whereas a FG made it 20-15 so EMU could win the game with a TD (but not a FG) on their last drive----so Toledo needed a TD to put them away because a field goal left the door open for an EMU win if they could score a TD. Candle justifiably did not have enough confidence in his running game to go for the TD on 4th down. He probably felt a FG would give give his defense a better chance to prevent a loss and besides not making the TD on 4th and goal could lead to a loss of momentum while firing up EMU. If he still had Kerrin and Mancz on the O-line and Hunt in the backfield he may have opted to go for the TD on 4th and short.

He later corrected himself, I believe, saying basically "Oh, yeah, if we don't take the three and don't score all they need to do is get close to win" I could see going for 6 if there was three minutes left or something but they were on a short clock.
