Only partially. Comparing the respective 2nd year schedules:
2004 CCU: 5 at most full scholly I-AA/0 playoff teams (played 3 non scholly Pioneer/3 Div II
2010 ODU : 7 at most full scholly I-AA/0 playoff teams (played 2 non scholly Pioneer, NEC at the time Monmouth, & 1st year GST).
2016 ETSU: 9 full scholly I-AA/4 playoff teams.

Their new stadium:

JMU will be ETSU's I-A game next season so to speak. Looking at their schedule I could see them being 4-4 or 5-3 in he So-Con, 6-5 or 7-4 overall. At a minimum they'll be better than NSU, URI, and Elon.

I know the teams' schedules in their first two years weren't apples to apples at all, but strictly looking at win total.

ODU - 17
CCU - 16
ETSU - 7

That's a big difference and part of why we shouldn't worry.
