Depends on what you mean by "bad idea" and "the Clippers." If Ballmer moves the team out of Los Angeles, perception alone will instantly crater the value of his team. And there's basically no way to get it back. So it's definitely a bad idea for him. Will they have good crowds in OC? Sure. Will they sell more merchandise? Doubtful. Will they grow the fanbase? Doubtful again - they'll shift it but for every OC fan they gain they'll probably lose at least one in LA. Will they be able to get as lucrative a TV deal in OC? Nope.
Ballmer wants to get out of Staples to another location in LA. I think that's the smartest move. Maybe he can find some land in the Pasadena/Burbank area. LA county; not far from DTLA. Westside doesn't work because there's no land and if he could find some it would be prohibitively expensive. Maybe South Bay (industrial portion i.e. Carson), where the Chargers and Raiders were looking. Lots of cheaper land, close to LAX. I don't think the Valley works (outside of Burbank) - perception is worse than OC. Maybe further west in the San Gabriel Valley could work - he'd be able to pull from OC a little bit and your Inland Empire. Long Beach? I don't think so.
