Selection order is:
NOLA
Mobile
Montgomery
Orlando
Tucson

The champion or any teams tied for first have to be selected by one of the five. So if Idaho wins the league NOLA, Mobile, Montgomery, and Orlando can pass on Idaho and Tucson would have to take them, UNLESS another bowl not affiliated with the Sun Belt will agree to invite. So our hypothetical Idaho champion if asked to cover Boise or Hawaii could be passed by Tucson based on the agreement of the other bowl.

Kinda ... it's more of a pool process once it gets past New Orleans. Bowls will work together with the league.
