Rest of D2 and D3 will merge to do away D3. NAIA can be affiliates of NCAA D2 for football only. Apprentice is still an affiliate to D2 since they are already an affiliate to D3,

The issue is to try and cut the cost of travel, the cost of playing and the costs of lawsuits for head injuries and all that.

This would give FBS enough schools to fill bowl games.
