When it comes to matters of life and death - you never speculate on the aggressor's intent. This is an unreasonable ask of an LEO to figure out in a split second given the suspect is doing something very dangerous.

2. Except where otherwise required by inspections or other operations, Authorized Officers/Agents should avoid standing directly in front of or behind a subject vehicle. Officers/agents should not place themselves in the path of a moving
vehicle or use their body to block a vehicle’s path.
3. Authorized Officers/Agents should avoid intentionally and unreasonably placing themselves in positions in which they have no alternative to using deadly force.”

The “officer” manufactured a perceived threat by standing in front of her car. He created the threat to his life, then shot her after he was out of the way and continued shooting after she was past him.

Manslaughter charges and let a jury decide.

SCOTUS has already ruled on this .... ewe go back to fk'n yourself, now...

Not only that, but, at least in the State of Texas, pedestrians (that is, those not on a vehicle of any type, but especially a motor vehicle) are protected. So if this had happened here, even if he did purposely stand in front of her car, she can't run him over. Otherwise, it's assault with a deadly weapon and (possibly) even attempted murder. I'd like to think Minnesota has a similar law. (But I'm only speculating because states have been known to have different laws regarding motor vehicles and pedestrians.)

the kill shot thru the windshield seals the deal ... it's that simple...

if not for that, he's screwed...
