Plan. What plan. This fool is just making it up as he goes along. And failing miserably. I thought he was supposed to have this sorted out by now. He could just go with his original thought and just bomb them and let innocent people die as a result. The man has no backbone to get the job done.

And the 3 previous POTUSes who kicked this can down the road did? Your boy Slick Willie should have ended this before it ever started rather than enabling it. If you're searching for blame I'd suggest you start there.
