Government shutdown?
http://thehill.com/homenews/house/362256...own-rising

This would not be an issue if the House and Senate had done their jobs and passed the 12 appropriation bills before September 30. Its on McConnell and Ryan that this is a problem.

The House needs to finish their job and the Senate needs to start theirs. As the House member says, "They can tackle more than one task at a time."
