I don't know how you can effectively and equitably.
Reading a NPR piece by a transgender athlete who later became a data analyst they later analyzed their running times shortly after beginning their transition to be 10-12% slower running times than had been previously.
Comparing equivalent age athletes of different gender the difference of top performers was near the 10-12% difference in times.
Again, statistically a small pool by the authors admission so not data conclusive but possibly telling.
Male who is a decent runner transitions and now times are at a higher level as a female. Drugs being the "engine". Trans-athlete wins, natural female doesn't/can't(?).
How is that (much) different than E. Germans and Russians of years ago taking performance enhancing drugs within the same gender category to win World and Olympic Gold? Drugs used to put users into a position to beat out non drug users.
