This problem is by no means unique to W&M Athletics. At practically any charity (etc.) you give to, a dollar designated for X means that a different, undesignated dollar can be switched from X to Y.
About the only way around it is to designate very specifically for something X wouldn’t otherwise be doing. The funds raised specifically for men’s basketball’s international trip a few years ago would (maybe) be an example.

This was the biggest complaint I heard from coaches over the years. There was no guarantee that money you helped raise for your program, would actually end up adding to your program's funding, if non-designated funds were needed to fund, say, the Field Hockey program needs.
All those extra designated dollars ended up doing was to make sure you didn't fall even farther behind in your own program. It was definitely frustrating for coaches.

Agreed. What I was led to believe was that men's basketball, for instance, already had been allocated the budgeted monies that they would be able to use, with non- designated funds being used to fill the gap calculated when subtracting donations specified for men's basketball from their total funded budget. So, if I understand correctly, all my contribution restricted for men's basketball did was free up non- designated funds that could then be used elsewhere. That is why, I believe, that contributions made to fund summer school for the men's basketball program went into an entirely separate fund, outside of the normal basketball budget, so that the contributions would not impact the funding of their normal operating budget.

Correct. Jimmye was one coach who did figure this out, to his advantage, bless him.
