I would be surprised if Lester or Boogie tested the waters this year. Neither on are on NBA teams radar right now. I could see it after next season I expect both to make huge leaps.

Boogie is the same. Both will likely test the draft waters this year, based upon their positive reviews from the preseason practice combine. They along with DJ will get feedback and want to work on that, rather than sit out a year somewhere.
Unless the rule gets changed. But it would be a first for the NCAA to announce they might do something and then actually do it in the same year.
At the same time, I fully expect 2 transfers. It is the norm these days. I don't want to lose any guys, but we likely will.
If Lester and Boogie are anywhere near NBA players right now Penny is a terrible coach.

I might be wrong. But I think you are misinterpreting. It's not testing the waters to see if they can make the jump THIS year. It's testing the waters to see what they need to work on to try to go in the future.
They won't be invited to the combine. DJ might but he probably won't either. But they can still have private workouts and get feedback. They will want to do it, there's no downside, and Penny will probably encourage it.

You are correct. That is why I would be very surprised if anyone other than DJ tested them this year (Precious not testing as he is a sure fire top 20 pick). I could see Lester and Boogie testing them next year possibly but not this year since they are not any draft radars as of now.

I hope they add a go to move that allows them to create space for a shot or get all the way to the basket. We missed a solid one on one player this year.

I hate to hear that Lester and Boogie are not going to be working on shooting the 3. They both need to get a bit more consistent. But I do like to hear that they are going to be working on driving to the basket, spacing, and getting more comfortable with what each will be doing.

No, the new NCAA rules allow you to test the water multiple times. You can even work with an NCAA-certified agent for appointments and travel costs.
NBA rules allow you to withdraw from the draft only twice. So in reality, you can only test the waters twice and return to school.
Thus, the comment about it doesn't cost you anything. Although that's not totally true either. There is some risk that you get exposed - like Dedric did - and it creates a hurdle that is difficult to get over in the future. Although that probably doesn't happen in private workouts - just in the 5x5 combine workouts. And I doubt any of our guys are invited to the combine other than Precious.
