NCAA Changes And New D1 Levels For Sports
I am looking at with the pay for play and name and likeness laws being passed in many states. These laws are geared towards all athletes for all sports at all levels. We may need to make D2 for small colleges and D1 for the larger and schools with the money to move up. D1 will have 4 levels for football and 2 levels for all sports. Men and women's hockey will have D1 and D3 as 1 championship as D1. This could include NCCAA and USCAA members as associates for D2 to move up. The larger NAIA schools can join D1 while the rest can join D2. NCAA D2 will have a combined rules of D2, D3 and NAIA to work. Schools who are starting up sports or moving from 2 year to 4 year can use the USCAA/NCCAA as a stepping stone to move up until they get their sports better into competitive to join. We could use schools from Canada,, Bahamas, PR and VI and maybe Mexico to be involved.

D1 football 4 tiers:
Tier 1 P5 + select schools like UCF, USF, Cincinnati, UMass., Boise State and others.
Tier 2 the rest of FBS plus the Big Sky, CAA, MVFC, OVC, Southland, Southern, Kennesaw State, North Alabama, NC A&T, Dixie State and some others. Some D2 schools could make it as 10,000 capacity is required. That would make several Lone Star, U. of Charleston, Central Oklahoma, Central Missouri etc to fit.
Tier 3. would be most of the rest of the FCS, plus Wayne State Mich.,Grand Valley State, British Columbia, Simon Fraser, Toronto, West Chester, Mankato State,Kutztown, Minn.-Duluth, Colorad Mesa, Azusa Pacific, Arkansas Tech, Central Washington, West Florida, West Georgia, Fort Hays State, Etc.
Tier 4 would be Pioneer League and Ivy + schools like Johns Hopkins, Montclair State, Chicago, RIT, Rowan, Case Western, MIT, Wash. Mo., Carnegie Mellon,Tufts, Wisconsin schools,Catholic, Christopher Newport, U. of New England, George Fox, Chapman etc.

D1 will consist of large public schools 7000 + and private schools 5000 +. There are schools from the NAIA would make D1 like Southern Oregon, Campbellsville (10,000 + on 3 campuses), Indiana Wesleyan, Bellevue, Saint Xavier, Wayland Baptist, UC-Merced, Savanah College of Art and Design, Mich.-Dearborn, S. Maine-South Portland,Maine-Augusta,Berkeley and others. Some are from USCAA. Colorado Mountain if they start up sports since they already compete in skiing will be here in the future.
Note, several D1 schools have inflated their enrollment to include other campuses like Kent State. Another Note, Roosevelt will move here once they get all the campuses of Robert Morris in Illinois merged into them.

D1 will have 1A and 1 AA in all sports. UTA, Little Rock and Wichita State will be grandfathered in. Schools with less than 9000 students would be 1AA. That would mean most of the Big East schools would be 1AA. VCU, Dayton and schools like them would be 1A which would be a step up for them.

With the pay for play and other laws, more schools are possible like the D1 schools in Washington could pay to play Central Washington moving them up, plus play away at these schools could help save money to pay the players better.

Now, for D2 would be 2 tiers. 1 for scholarships and 2AA as non-scholarships.

There will be waivers, and D1 conferences could be reshaped.

D1 could grandfather in the D2 Hawaii schools for a purpose who are too small, but could help Hawaii in the long run to play home and away games on the islands. Hawaii-West Oahu could also be grandfathered in if they start sports. Schools can have a waiver for 10 years to build up money to add the required number of sports to be D1.

This is the only way I can see for pay to play to work if all schools have to pay their players.
