Holland talked about it for years. Logistically it was never feasible because it's just too hard to form a new conference now, but had ECU gotten stuck long term in disaster C-USA I think he'd have pushed for some type of "Airport meeting." Quite honestly it should happen now with C-USA/Sun Belt essentially keeping the names but just reforming to make the most geographically sensible conferences possible. Essentially neither league has any real TV value, and that's not likely to change with the markets only strategy pretty much falling out of favor. I mean realistically ODU, Charlotte, App, and Coastal should all be in the same league in the exact same way that USA, Troy, UAB, and USM should all be in the same league. Just make it 12 in each league making the geography as friendly as possible, wave all entry and exit fees, and honestly, neither conference would likely be much different in terms of quality.
