Interesting. Tried reading the entire article, but that USA Today site is just garbage these days. Pop-up videos and ads, slowing everything down.

But that basically tightens up guidelines for requesting waivers. Evidently the NCAA is being overwhelmed with waiver requests, so this is their way of handling it. Push it back to players and previous programs. For instance, when a player is being "run off" today, basically all that is required is for the previous program to not contest the waiver. With this change, the previous program will have to sort of confirm that the player was being run off. That might create some hesitancy from the previous program.
