But more size inside immediately has to help in certain matchups throughout the season.
Not an answer to your question exactly, but here are my thoughts: Brooks is a better player than Vogt or Sorolla, but with Brooks frequently being in foul trouble, there are times we will be better off having two big guys who can contribute.
No question foul trouble plagued Brooks and UC wasn't the same team with him on the bench each half. I even wondered if fatigue caused him to commit unnecessary fouls at times. I too think he was probably better than Vogt or Sorolla but we always need fouls to give in the post and I'd rather we have 10 fouls to give than five before going to a small ball lineup against a high major opponent.

Any truth that Brooks didn't request a waiver this year because he is recovering from surgery due to lingering injuries from last season?

I'll reserve judgement until i see the other two play. Brooks was good in spurts, but he often struggled to stay on the floor against better competition. Brannen's comments on Vogt clearly indicate he has a lot of confidence in him. As for Brooks and injuries, i don't recall him being hurt or favoring anything. That said, he's had quite a bit of time to recover if something was bothering him. I think the guy just wanted to do something else. I'm betting Larranaga is gone after this year.
