Every school is different, to be sure. But at least the two schools I'm familiar with ... most non-freshman live in off-campus housing.

And the game has been completely turned on its head, with regards to food. At least in the FBS (and should be all of DI, as far as I'm concerned), schools are allowed to make unlimited "gifts" to student-athletes in terms of food. As much as they want to spend on a food budget, they're allowed to do that. Hire nutritionists and chefs, run entire athlete-only dining centers, etc. Some schools have already been doing that for a while.

Title IX has nothing to do with money. Only participation. That's why such a large chunk of the EiA data is concerning participation numbers relative to male/female full-time undergraduate enrollment.
