Matthew Santos, a LHP/1B from Cy Creek, and Jack Conlon, a RHP from San Jac (originally Sugar Land Clements) have signed with Rice. That's the 2019 ace Bragga was looking for....and he was definitely looking for an experienced one out of the JUCO ranks.
Here's some additional info on Conlon, who was hardly used by A&M as a Freshman, who decided to go first to JUCO so he could pitch immediately without sitting out a year. He also pitched in the Cape last Summer...

Hopefully the injury situation has been resolved. Last thing we need is another pitcher that’s damaged goods... Good to see he pitched a bunch on the Cape though.

Conlon fielded offers from other teams and he soon had another agreement, this time with the San Francisco Giants, which also fell through.

So instead of heading to the minors, Conlon decided to go two hours north of Sugar Land to College Station to attend Texas A&M.

But also, there's this (in the article that Walt had posted), which should make him an excellent fit at Rice:

“Being able to walk around and play baseball, I know he would give a lot to walk around for a day,” Conlon said. “You never want to take anything for granted.”
In addition, Conlon wants to help with research for other causes, such as cancer.
The legacy Conlon wants to leave does not involve firing fastballs past hitters or striking out batter after batter. He just wants to be remembered as a good person.
“I feel like I am still writing my story,” Conlon said, “My grandma always used to tell me, ‘You don’t want to be remembered as Jack Conlon the baseball player, you want to be remembered as Jack Conlon the person.’”

This story from The Athletic made me wonder if Rice uses this resource or similar things. The story is behind a paywall, but I will copy/paste a few parts here. The interesting part to me is not about the player (Chris Nunn) but rather the Pitching Ninja website.

DeLeon will be a junior when he gets on campus.. Graduated high school in 2017.
Conlon was a 4th round pick.
Definitely will help on the mound next year. Barton did a nice job on the Juco trail at Mcneese and LA Tech so hoping for the same here..
