FBI Arrests CIA Contractor Accused of Leaking TOP-SECRET Intelligence to His ‘Journal
Quote:The FBI has arrested a CIA contractor accused of systematically pulling TOP SECRET national defense information outside the scope of his duties and feeding it to his romantic partner, a left-leaning independent journalist who published matching material on her Substack newsletter.

Ian A. Brinksman, 42, of Washington, D.C., was taken into custody Friday following a search of his residence and charged by criminal complaint with unlawfully transmitting national defense information in violation of 18 U.S.C. § 793(d). The case was filed in the Eastern District of Virginia, Alexandria Division, Newsmax reported.

An Original Classification Authority has confirmed that five Substack articles contained classified information reflecting the contents of TOP SECRET reports Brinksman accessed, some carrying TS/SCI banners that by definition could cause exceptionally grave damage to national security if disclosed without authorization.

According to the sworn FBI affidavit by Special Agent John W. Althen, Brinksman held a TS/SCI clearance and worked inside a SCIF for a U.S. government agency (identified in public reporting and by CIA Director John Ratcliffe as the CIA) beginning around 2020 before shifting in September 2022 to a systems integration developer role for a third-party contractor supporting the same agency.

His duties included data transfers between classified and unclassified systems. None of the five reports he accessed were within the scope of his work.

The affidavit details a repeating pattern across 2026: contact with “Individual 1” (identified in contemporaneous reporting as Aída Chávez, founder of the Capital & Empire Substack), followed by Brinksman accessing a TOP SECRET report in the classified database, additional calls, and then a Substack post with overlapping content.

Phone records show more than 800 calls or attempted calls between the pair this year. Badge-swipe data, facility entry/exit logs, and short windows outside the secure facility (where personal cell phones are not permitted) align with the communications.

On one occasion, law enforcement noted a notebook left on Brinksman’s desk with corners of several pages torn out, consistent with note-taking for later transmission of near-verbatim material.

Specific sequences include:

March 11: Call from Individual 1 at 8:41 a.m., Brinksman accesses Report 1 (TOP SECRET) at 9:09 a.m. and 10:01 a.m., facility exits and re-entries, evening call, then Article 1 posted the same day containing classified content.

May 12: Morning call, access to Report 2, exit, multiple afternoon calls, Article 2 the next day.

May 26, July 28, August access to Report 5, and October 1: similar access-call-publication chains culminating in Article 5 around October 5.

Chávez has described her Substack as reporting on “Congress, War, and political economy.” In a September 2026 fundraising piece she wrote that over the past year she had “published reporting based on classified CIA assessments that I believe the public deserves to know about.”

Her social media profile included the statement “I also accept leaks.” A November 2025 email from Brinksman’s Gmail to a friend stated he was “helping her get that off the ground” after she “recently went independent,” noting her focus on foreign policy and the “enrichment/fulfilment” he was getting from the work.

Emails and other records establish the personal relationship. Brinksman also co-edited at least one separate article with her via Google Docs on Middle East geopolitics (no classified equities identified in that piece).

As a clearance holder he was required to seek prepublication review; investigators found he had done so for co-authored pieces.

Chávez previously worked as The Nation’s D.C. correspondent and covered Congress for The Intercept. Her publication’s about page describes reporting through a “Marxist and anti-imperialist lens.” She has not been charged. A federal public defender representing Brinksman declined comment.

CIA Director John Ratcliffe stated the investigation followed a referral from the agency: “The unauthorized release of classified material poses grave risks to our national security, intelligence sources, ongoing operations, and our officers.” Assistant Attorney General for National Security John A. Eisenberg said Brinksman “reached far outside his own duties to obtain some of our Nation’s most closely held secrets and handed them to a romantic partner he knew intended to publish them. That is not carelessness. It is a betrayal of his oath and the American people who entrusted him to fulfill his duties honorably.”

Attorney General Todd Blanche added that the Department of Justice will continue prosecuting individuals who leak classified information and put national security at risk. FBI Director Kash Patel emphasized that protecting America’s secrets is a top counterintelligence priority and that anyone abusing a position of trust will face the full weight of justice.
