...that a team has won 3 consecutive outright Regular Season Conference Championships like Toledo and did not qualify for The Big Dance? It would have to be a Mid Major Program as the Big 10, Big 12, ACC, PAC12, SEC, and Big East Conferences always have multiple Bids each season.

I don't know about 3 straight outright titles, but current Georgia and former Florida coach Mike White won 3 straight regular season championships (two of them shared) at Louisiana Tech and did not make it to the Big Dance.

The NCAA could easily solve this by expanding the field to 72. The play-in round changes to now include the next 4 out, the last ranked 4 auto bids, and the top 4 ranked conf champs not in the field. Need to deal with the reality that P6 teams will not schedule top mid major programs for the most part. Toledo, North Texas is one the best defensive teams in college hoops, (last year) Dayton, Liberty, Grambling St, etc... should be in. Grambling had a pretty historic HBCU/SWAC season. Went 15-3 in league, beat Colorado and Vandy in the non-conf and won't get a bid. Sam Houston St was 2nd in the WAC, won 25 games and beat Oklahoma and Utah but won't get in. Utah Valley won the WAC, 25-8, and won at BYU and Oregon. S Miss won the Sun Belt, 25-7, beat Vandy and Liberty and won't get in. Every year you got 4-6 really good mid majors staying home despite epic seasons.

That would only work if we made it into the expanded 18 team B10 conference or whatever they're shooting for.

This mess has nothing to do with the number of teams allowed in. Those places are still going to go to the major conferences. This has to do with not winning the tournament. MAC isn't the only conference getting one look.

My wish list would include a rule that if a conference gets a first round win, they automatically qualify a minumum of two teams into the next year's 68, which should be 64.
