Brett Murphy said on Twitter that the NCAA Football Rules Committee proposes that this fall, the game clock won’t be stopped after a first down, except for final two minutes of each half. Teams also won’t be able to call consecutive time outs. Rules Oversight Panel will vote April 20 whether to make these official.

Looks like they're trying to speed up the games, like MLB is doing with the pitch clock. I would like to propose that they speed up the game by cutting the number of commercials/media time outs. Not too exciting seeing the same commercials over and over again on ESPNWhatever.

College football games don’t need to be sped up as the games are a event and very popular. MLB is not very popular anymore thus it’s slow and considered boring to many.

I usually agree with you College and respect all your post---but by far the sport that needs to be sped up in terms of game start to game finish is college football.
DF hit it on the head--the media timeouts (seven a half) are dreadful.
The rule of running the clock on first down (except during the final two minutes of a half) is not meant to speed up the game. The intent is to run fewer plays (they estimate six to eight) and eliminate a small portion of injury risk.
This has NO bearing on NIU---this is meant for the big boys, who with the expanded playoffs, will have some schools playing 15-16 games a season.
Yes, it will shorten the "game" time---but they will still have the media time outs that help pay the schools.
The one rule that didn't get traction that would totally shorten the game was the chatter of continuing to run the clock on an incomplete pass. That would have been a little too stark in my opinion.
