Was doing some unrelated genealogical research and just came across this (Newport News VA, Daily Press 26 Mar 1913). Is this the end game for the dems?

I doubt white people were getting arrested.
There was probably some law requiring those filthy negroes to get some sort of vaccine because those dirty people were going to infect the good, honest white people.

If Spongebrain Sh*tpants could, he'd definitely go in this direction and lock people up who don't comply. But, he can't so he uses excessive overreach of alphabet agencies to lean on others to do his dirty work.

That article looks like it came from Newspaper.com ? I also do a lot of genealogy research. It's kind of neat to read stuff from over 100 years ago.
