I would hypothesize that is a reason undergrad attendance is down and will continue to go down until that trend changes. In Canada the community colleges are vocational trade schools where unions offer apprentices as part of the classes in some cases. You can get your education paid for 100% if there is,a labor shortage in that trade. The current federal administration has brought up the prospect of free pre-k and community college. i'd like to see that but it remains to be seen if the opposition party would allow such a move. (D.C. Defenders). What it shows is that how, and why not (?), can a stadium be built with a roof over the stands. Last I checked, the South (esp.) can have heavy rains and scorching sun during the FB season. In the Midwest, could some 'weatherproofing' be built in (such as glass enclosure at the end of the grand stands to block what would be north/south or south/north winds at a stadium like Rynearson? There are 3 elements of concern: rain/snow, wind, and temperatures. Obviously, only an indoor stadium controls all, but intelligent design can partially alleviate say 2 of the 3 elements. Matter of fact, race tracks used to have enclosed grandstands as they raced pretty much all year. Mosaic Stadium and IG Field (Regina and Winnipeg) have covered stands that are still open air: https://en.wikipedia.org/wiki/Mosaic_Stadium https://en.wikipedia.org/wiki/IG_Field Obviously - this is powerball territory for us.
