It is definitely Nawfuk or Norfuk, depending on your city accent.

At Granby High we would tease Norfolk Catholic (at the time a few blocks down Granby Street) kids with this cheer....

They don't smoke and they don't drink, NAWFUK CATHOLIC....

Norfolk has absolutely zero New York, Massachusetts, or Louisiana influence in its founding. The "r" is absolutely to be pronounced. I think the "Naw" pronunciations came from early 20th century carpetbaggers.

I think the Nawfuk is very much old virginia. A lot like accents that you will hear from older folks from the Richmond area. That said, I think most people who are from this area and under 50-60 years old say Norfik.

Yup, that's how my mom pronounces it around familiar company. =] She's born and raised in SoNo.
