Came across this article. Southern Miss leads the nation in # of scholarship offers at 430. SEC leads by average.
I for one think you have to cast a big net to land best talent, but I could be wrong.
Also, UNT has highest commit rate of all FBS.

You have to make that many offers because kids don’t stick by their word and will decommit the next time someone else calls. If I were a coach I’d tell them the offer is only good till another player commits. We want you first and foremost but we can’t wait on a decision forever. (Even if it isn’t true)

I bet MT has offered like 17. Stockstill would never offer a scholarship and not honor it. So, he won't offer more than he has. That's the crazy mindset there.
I see no problem offering that many when you know only 2 or 3% are going to accept. It doesn't seem very strategic though. Just like you are throwing out offers hoping to catch something by mistake. Offers don't earn the scholarship. It's the relationship building and connecting to the kids that works.

According to 247, MTSU has 158 offers out on 2019 recruits, not counting the 11 who have committed.

I saw a top 2020 South Florida kid with offers to every blue blood program in the country tweet yesterday that he was "blessed to receive from App State" 5 years ago no one knows about that offer or App State doesn't or App doesn't even brother, but its about being noticed.
For the G-5 school it's worth just having the 5 star tweet about you.

Those numbers are actual offers from 247, which this hasn't changed too much in last 8 years. Yes, technology has changed where kids who receive offers are more noticeable from those who aren't going to sites like 247 to check. It is also an improving tool for recruiters.
I don't think the numbers are misleading, but the strategy is different from some programs. If you are a FB coach, do you want to extend 150 offers to 0-3* athletes only or do you want to extend 250 to 0-3* athletes and 150 to 4-5* athletes?
Every 3-5* athlete in the state of Miss should get an offer from USM, unless it is certain they won't qualify or that they are a character risk. I don't know if this is 50 or 300. Then it gets more strategic from there. IMO.
