this is a pretty big grant. although it's over 5 years, to put UAB's overall funding in perspective it's around $220m yearly from the NIH

As a 5 year grant, is it a 5 year contract for the full amount, or is it annually renewable for the remaining amount - like an athletics scholarship - that can be cancelled later?

$45 million for the full term, or $9 million/year. Generally, the announced grant amount is what is designated for research. There is usually money provided on top of that for administrative costs.

Congress allocates federal funding, not the President (regardless of party). Since Alabama's congressional delegation is 7/9ths Republican, we are in good standing with that party. (If projections for the 2020 census hold true, it will probably drop to 6/8ths Republican.)
