She likely capitulated simply because it was politically expedient and not because of some higher and nobler goal of securing her country.

I wonder if they will be free to come and go as they see fit, any locked doors? Any policing, searches or seizures or if there will be 'deterrents' to departure, aka (by some) 'cages'?

She probably was slapped in the face with the realization of paying for all these invaders and a trade war with the USA would break them.....quickly.
