I'm trying to put 2 + 2 together but it appears that the staff has scheduled OV (official visits) for the same week as the newcomers have arrived on campus.
So this is kind of like, 'Game on' in terms of getting new players on campus, recruiting moves to the next level (OVs), etc.
This week isn't going to make headlines but it is an important week in the football calendar for EMU.

Seems like a young, hip, high energy type of guy.
Unless one is an icon like Nick Saban, it is probably about energy and ability to related to 17 - 22 year old males.

Toledo will be graduating 1 Cornerback from the 2018 Roster.The Rockets had 43 offers
out for the position and has 2 verbal commits: Elija Griffin(06/08/18) and Mike Coleman(04/14/18).

I'm not sure that is my take away, but my take away is that he comes from the same high school as our new QB, Grissom.
As far as 'beating out' school X or Y, every school will offer say a hundred or more offers even though they have may have 20 or 25 scholarships to give.
One hopes that a college QB is a leader and his presence at a university may encourage his former h.s. teammates to join him at the university.

And that is not what was posted. Nothing was implied about the quality of the player
or that he didn't have a Toledo offer. Just that Toledo filled its CB spots in the 2019 Recruiting Class two weeks ago.
