Sure sounds like the answer is yes, and he simply wants to avoid the question.

I wonder how much of the Dossier is Steel's and how much of it is FBI's?
Several times it has been mentioned that the FBI "dressed it up".
Sounds like the thing is a collaboration.
No wonder some say that the dossier has been verified as true!
