That's interesting. I was also wondering if the school is REQUIRED to make teams pay for their scholarships, or if there is any way around that cost coming from the athletics budget.

You're going to cover the debt service on the stadium with your athletic budget. And when the majority of your budget is subsidized by student fees, a lot of your stadium will be paid for with student fees.

Yeah, that's usually what happens when someone takes a loan out. They use it. By the way, this discussion was started with what was different about ODU and Coastal, a program that is subsidized more than any other FBS program. And you have yet to prove out your initial point.

The Foundation writing a check down not equal a loan.

My only point for ANY program is that where the President, endowment foundation board and board of Regents/Trustees are in accord then things get done and fast. Coastal is great example. Everyone quickly got on board and their only hangup was the state. Once they cleared that hurdle we can see how quickly they have put together two phases. What's happening with ODU's stadium makes no sense unless someone in the chain is providing opposition.

I read the article announcing the purchase. They discussed how they would fund the cost of the stadium and the renovations. That's a loan. If they had the cash on hand, they wouldn't have to discuss how they would pay for it.

Coastal is subsidized at 83.92%. They dont have to worry about funding a stadium when their subsidy ratio doesn't matter. We do. It's the biggest difference between the two programs. Couch as something else all you want, but it's the reason they can move swiftly.

What fight with the legislature do you recommend?

1. The Virginia law that prohibits public colleges and universities from using tuition dollars or state funds to support intercollegiate athletics?
All money for these programs must be raised from student fees, ticket sales, media revenues, product sales, licensing agreements, user fees, and private donations, period. No re-allocations of left over monies from other budget catagories, no use of non athletic rainy day funds, no renamed or hidden fees, etc.

2. Or the Cox law that caps our use of student fees at 55%?
That was just enacted two or three years ago, and with the enthusiasm the Cox bill received, No. 1 will be a tough nut to crack.

Barring some sort of special waiver, those are our legislative options.

I'm still curious how JMU can afford an $80 million basketball stadium but we can't get that for football. They are under the same law that we are.

Someone at ODU needs to get on the ball. (and if they have, give us a little hint of info.)

I thought our football stadium was grandfathered in as well.

I'm not so sure about the grandfathered part. I believe the project had to have already been approved through the assembly prior to the Cox bill and ours wasn't yet. Our basketball practice facility was grandfathered.

It was paid for completely with private donations. It didn't need to be grandfathered.

We should have been able to "grandfather" the stadium, even Kirkland Cox said he thought we would.

On the surface it would seem that we (ODU) did not react in a timely manner, and lost the window?

I think ODU could have gotten the stadium process started sooner than they did. When announcing the move to FBS in May 2012, they knew a new stadium would be necessary. But instead of moving right away on stadium plans, the admin decided to delay committing on a stadium until the new master plan was completed. So any real stadium decisions were delayed for about a year, for the new master plan to be finalized.

Also, the Populous study was completed about a year later than expected, but that was mostly out of the admin's control. I remember that the general assembly had some delay the year ODU was requesting funding for that study. Then the study took about 6 months longer than expected. Add to that the 55% student fee funding restriction, and here we are nearly 6 years later.

I believe they should have fought the Cox bill. And they should have fought to get the football stadium grandfathered as it was inferred that it would be prior to the passage of this absurd law. There was a very reasonable case to be made on why the Cox bill did nothing of any consequence for VA college students, and that a loud enough campaign to get that message out could have potentially defeated the bill.

Yes it was popular, but lets be honest, very few people know what it actually accomplished, which was basically nothing.
