My only point for ANY program is that where the President, endowment foundation board and board of Regents/Trustees are in accord then things get done and fast. Coastal is great example. Everyone quickly got on board and their only hangup was the state. Once they cleared that hurdle we can see how quickly they have put together two phases. What's happening with ODU's stadium makes no sense unless someone in the chain is providing opposition. If they had the cash on hand, they wouldn't have to discuss how they would pay for it. They announced the project before all of the state legislature stuff. I am glad they are spending a bunch of money in basketball. They are still going to be terrible. I would more upset if they were putting $80 million into their football stadium. I believe the project had to have already been approved through the assembly prior to the Cox bill and ours wasn't yet. Our basketball practice facility was grandfathered. When announcing the move to FBS in May 2012, they knew a new stadium would be necessary. But instead of moving right away on stadium plans, the admin decided to delay committing on a stadium until the new master plan was completed. So any real stadium decisions were delayed for about a year, for the new master plan to be finalized. Also, the Populous study was completed about a year later than expected, but that was mostly out of the admin's control. I remember that the general assembly had some delay the year ODU was requesting funding for that study. Then the study took about 6 months longer than expected. Add to that the 55% student fee funding restriction, and here we are nearly 6 years later. There was a very reasonable case to be made on why the Cox bill did nothing of any consequence for VA college students, and that a loud enough campaign to get that message out could have potentially defeated the bill. Yes it was popular, but lets be honest, very few people know what it actually accomplished, which was basically nothing. |
