I didnt know the City of Houston was being sued, and even if it is, he said that it was to aid Harvey recovery... not to help with the lawsuits.

Saw another thread where it was claimed this tax increase would raise triple the amount needed for recovery. Never let a crisis go to waste!
The city has apparently been under a law requiring to gradually reduce its rates so that it isn't constantly generating more revenue from property inflation. He is trying to get some of that back.

and I heard on the news that the city is asking volunteers to enter their time on their perspective websites, so they can ask FEMA to reimburse those "volunteer" hours.

Apparently there is a huge difference between the expenses that the City of Houston has already incurred and the amount of FEMA reimbursement the City expects to receive. Thus the rate increase.
Another factor to consider the hit to the property tax base as a result of Harvey. I wouldn't be surprised to see valuations to fall 60-75% on some residential property where you have a non-repaired flood damaged home. Improvements basically valued at $0.00 and the land value should take a hit too if its in a area that historically floods.

I am just trying to wrap my head around the city asking FEMA to pay for volunteers, I thought volunteers do not get paid when they are volunteering.
