Rice is T86 -- https://www.timeshighereducation.com/world-university-rankings/rice-university#ranking-dataset/629337 -- tied with Sweden's Uppsala University.
While 26 U.S. colleges are in the Top 50, Rice's stats page linked above says Rice was #21 in the U.S. ... but that was apparently for 2017. In the new ranking, Rice has dropped to 38th in the U.S.
Here are Rice's world rankings by this organization over the years:

2018 - _86
We're also ranked 49th in engineering & technology (between Penn State and Southerna California.

Don't feel like reading carefully, but it appears the research performance component is volume-based. aka, worthless.
