Bobcat Stadium has 4 phases to the upgrade
1 - West Side Complex - 2010
2 - North End Zone - 2012
3 - East Side upgrade (3rd tier and suites)
4 - Bowling in South end zone
The plan is already in place
I'll probably be dust before it happens but it's in place. (ok, there's that little thing called money)

The Texas State University 2015-2021 Capital Improvement Plan for Bobcat stadium http://www.fss.txstate.edu/planning/fac_pln/cip.html (4th and 5th line items on linked pdf) shows $5,061,420 associated with west side expansion scheduled for 2018 and $25,404,459 associated with SEZ expansion scheduled for 2019 . Are these amounts for additional capital improvements or planned pay off of the bond indebtedness for the recent expansions?
The schedule includes numerous improvements to other facilities including athletic facilities Strahan Coliseum and the baseball facilities.
