Where are the incentives for businesses to come to Baltimore and open up shop?? Baltimore has the highest property tax evaluations and taxes in the state of Maryland - and that hasn't changed. Why would any business come to Baltimore and pay more than somewhere else in the state????

Congress authorized the spending of the funds. Obama personally wrote the checks - and they were those big checks, like the kind golfers win. Didn't you see the photo of the mayor of Baltimore posing with Obama with that big check he wrote? $1.8 Billion - hell, there were so many zeros Obama had to squeeze the last few on.

The money needed to go to Baltimore City schools. Most of them are so poorly funded that it's almost a joke that our country tries to pass it off as "education". It isn't - and it breeds criminality.

Roads in Baltimore City are also well below average. Unfortunately, the people in charge of the city are utterly useless and squander the many tactical advantages of having a city where Baltimore is located.
