There are multiple "ifs" in the announcement. Most important among them being the unknown source(s) of funds & management.

I have heard we will build a new stadium and I have heard we will upgrade the Liberty Bowl.
I assume ON MY OWN that if we renovate the Liberty Bowl it means we have not gotten an invite to the Big XII. I believe if that invitation was in hand we would be building an OCS. I also believe it is possible we don't know about the Big XII yet, and that could be part of the reason no announcement has been made to date. ALL OF THIS IS SPECULATION BASED ON ZERO INSIDE INFORMATION.

The moment you accept a big12 invite, you get money for a stadium. why does stadium have to come before the invite? and this isnt to you directly. it's to anyone who thinks its on campus stadium or bust

baylor didnt. miami still doesnt. ucla technically. washington? pitt still play at heinz field? Nc state? south carolina, northwestern, oregon..
All of those schools you just listed WERE ALREADY POWER SCHOOLS when they "joined" their conferences, or were founding members of their conferences. For Example, Baylor:

According to some on the Boise State football board that tweet is response to Boise State fans talking about Memphis. Of course it could be just stating the obvious. Stadium upgrades at each of the candidate schools relates to the hope of a P5 invite.

I'd venture a guess that 20-25% of in-person students (not UofM Global) live within that radius of the school right now.

Thirty years ago Lapides suggested that Louisville and Memphis should offer the SEC $50 Million each to join the SEC. $50 Million might not have cut it, but $100 Million might have.

The answer is zero.
However, the number of schools in that category as you have defined it is small - only 2 prior to last year (Utah and TCU) plus the 4 recent invites to the B12. Those 6 schools have other things in common besides an OCS that distinguish them from Memphis. For example, they are all located in TV markets that rank #36 or higher whereas Memphis ranks #51.
By saying "non-BCS" you are excluding former Big East teams which were raided by other conferences. It should be noted that when the Big East was poached in 2014-15, the ACC picked up two BE schools (Miami and Pittsburgh) who played off campus while passing on Cincinnati which played in an OCS. This indicates there were important reasons, other than OCS, driving conference realignment. And there is really no reason for OCS to be such a driver since there are currently 9 P5 teams playing off campus and doing so successfully.

Central Ave from Highland to past Chickasaw Gardens is VERY nice...I wouldn't be worried about crime.
easiest place for a monorail tho would be Southern and I could see crime being a minor concern there.
