MW + P12 for 2020?
Let’s say the Pacific states cancel fall sports. The Mountain West could continue with 8 teams, but the Pac-12 would only have 4. Would those 4 agree to filling their schedules with MW teams in exchange for sharing a the Rose Bowl bid?? (effectively an Access bid)

Not a terrible idea. I’d call the Big 12 first though.

The PAC 4 could get the same deal for a lot less than the Rose Bowl bid.

RE: MW + P12 for 2020?
This is fascinating in that, I do not think this is going to end with just the West coast. I can see the blue states dragging their feet with opening back up or even allowing classes this fall, rightfully or wrongfully. Red states will open sooner, again, rightfully or wrongfully.

So what we now have is conferences that may not have enough teams to play football, and other conferences with more than enough. This may allow some unique scheduling agreements within the P5 conferences, but even some of the G conferences.

I’d guess conferences with 8+ teams would just keep things in-house; with consolidation of OOC games to jump back to 12 games. The conferences with 9 conference games may need to get creative if they end up with an odd-number of teams.

The PAC-4 may call the Big 12 first, but not sure what they could offer the Big 12? Early admittance? lol

There's no guarantee there will be a Rose Bowl. I doubt if the MTZ Pac 12 schools could offer that as a carrot.

Arizona, Arizona State, Utah, and Colorado will be scrambling for an ad hoc schedule. They'll be calling everyone for games.

Big12 doesnt need help as far as we know right now. The Pac12 is going to lose a few schools for 2020---same with the MW.

RE: MW + P12 for 2020?
You are assuming Utah and Idaho do not join the Pacific states. But very likely they will.

You are also assuming the schools open, rather than being online, which is not the way things are looking even with opening up.

In the broader picture, what California is announcing is what almost all public Universities and many private Universities that can afford it will do, regardless of locale. New York's lock down is already extended longer than California (excepting LA County), and the Northeast is likely to follow. For example SUNY schools may be one of three things:
1) online only
2) start online then move to on campus to finish
3) delay start of year until October or November to be on campus
https://www.bupipedream.com/news/116865/...of-action/

This is not a California only thing, not a Pacific Coast only thing.

Others are planning to open (most Ohio schools, University of Arizona at least, many in the South). The question is will stadium events occur? Will football occur? It doesn't seem likely, as athletic departments depend upon gate for much of their revenue. The G5 especially, who only get a small portion of their money from media. Also restrictions on social distancing will still be in place, and it's hard to see how you can hold practice. (For example the NBA had 18 teams eligible to open facilities, but only 2 have, and those only 1 or 2 players at a time; certainly not regular practice.)

As for the Pac-12, Arizona plans to open, but Athletics probably not. The MWC commish doesn't think Football will happen or any fall sports. This even though 2/3rds of his schools are in the "open" Mountain States. Is it any better anywhere else?

The XII doesn't have to gain anything if they bring in the PAC 4. They might gain 4 new members. Who knows. What they would create is some goodwill helping out others in need, which has value. If they did go the 14 for the season and decided to split into divisions:

West: Arizona, Arizona St, Utah, Colorado, Texas Tech, TCU, Baylor
East: Texas, Oklahoma, Oklahoma St, Kansas, Kansas St, Iowa St, West Virginia

6 division games plus 3 cross-division games.

The Rose Bowl is a CFP Semi Final game this year, so the MW/P12 teams that play this fall could compete for the P12 auto-bid for this season. Fiesta Bowl seems far more likely than the Rose Bowl to accept a MWC team potentially getting their auto-bid.

Hawaii could be in the MWC for all sports.
BYU needs to play. Big Sky would lose 2 football affiliates and 3 all sports.
WAC would lose 2.
WCC would only have BYU left.
GNAC in D2 would be down to 5.
Hawaii-Hilo, Hawaii Pacific and Chaminade would need a home for a season.

Isn't an odd number almost easier? If you have 9 teams, you play 8 games and get 1 bye. Every team gets 4 home and 4 road games.

Hawaii is more restricted right now than just about anywhere else. If California schools don't play football this fall, I don't see anyway that Hawaii does.

SDSU and Fresno both mulling. Can't see it working. The President is not going to let the Football coach gathering 100 people in close quarters when the rest of the school cannot even have 6 together.

If the Big XII is ever going to expand, this may be the opportunity. It might just happen, but I doubt it. I would put the probability at less than 20%.

...

Utah's Governor announced today that all but a few locations will drop down to "Low" on the risk phase chart this Saturday. 3 counties and two cities (Salt Lake City with University of Utah is one) will remain at "Moderate" risk phase for now. Utah County (BYU) and Cache County (Utah State) will be moving to "Low". "Low risk phase" includes "Symptom check before engaging in close-contact or team sports." I'd be surprised if the Utah schools don't open up by fall--University of Utah is the least likely due to its location in the biggest city where the most COVID-19 infections and deaths have occurred.

Oregon State is supposed to open the season at Oklahoma State U. Oklahoma State is scrambling with contingency plans to replace Oregon State.

not sure what the MW could get out of them. As was said, the B12 has little incentive unless they are poaching. The AAC is another player in wooing the MTZ Pac-4, though the MW offers easier travel, will endure a rescheduling of their own, and even has a few rivalries on offer.

While “only” Pacific states cancelling football is a narrow scenario, it is worth considering alongside the many others. Absent a MW solution the Pac-4 would have 3 games against each other, can probably keep 4 September OOC games (maybe “borrowing” opponents from the Pacific teams) and can get AT LEAST 2 games a piece from the MW teams. If they can’t or don’t want to partner with the MW for an additional 3, they can always just play each other home and away.

Hawaii football may be safe if their university is open... but Olympic sports may be cancelled if California’s are cancelled.
