IMO, the vote on this will be determined by who it seems to benefit. If the blue bloods are not the primary beneficiaries, it won't pass. I'm just a skeptic about the NCAA doing anything to benefit anyone but the top bluebloods.

The top will have an advantage on being able to get proven talent from the lower levels. Look at the transfer portal. It's largely made up of proven guys looking for a bigger opportunity, and guys who didn't get along/like their existing situation. Top coaches will lose some from the latter category, but be able to upgrade with guys ready to go.

If it benefits them most, they'll vote for it (& it seems to). Outside of the immediate Nolley benefit, I believe it will likely & eventually make those of us not P5, forever unable to compete, in FB especially but also to some extent in MBB too.

Some see this as only benefitting P5 schools, but you can only have a certain amount of players on scholarship.
Player transfers from G5 school to a P5, well some P5 player already on the roster feels like he is being replaced so he transfers somewhere he can get playing time.
Same things are going to happen as they do with grad transfers, P5 will lose good players to G5 because they can come in as starters. G5 will lose players to P5 that will find out playing time is a little tougher practicing against 4 and 5 star competition.
In other words, those G5 transfers stepping up to P5 will probably in the long run regret transferring when they don't play that much.

You're just assuming all those guys will want to transfer. They won't. How many starters do we have in the portal right now? If someone like Gainwell was really wanting out of here to some place like Auburn, he would do it now - taking the chance that he could play immediately, but if not, he sits a year.
We will lose a few, but it's not a killer.

If those "few" or even one included a key playmaker, we'd likely drop an otherwise win or two, esp a starting, productive QB, RB, WR, or defender. Yeah, IMO it would be a killer. Over time we'd become the minor leagues to groom the questionable guys with potential (even questionable academics). We take the risk, we get production, then they could be gone with no compensation. I don't like it at all. Just look at the Wake Forest QB going to UGA as a grad transfer, he'd have been gone last yr with this proposed rule.

We got Brady White and Riley Ferguson off the garbage heap of high-D1 discards. Think what WE can do with a backup qb who wants his shot.

if this transfer thing doesn't pass, Tyler Harris (even though he's leaving his hometown) will get a waiver transferring from Memphis, but Nolley wont get one transferring to Memphis. The NCAA being the crooked, no good, sorry a$$ organization that it is will see to that.
