I don't know if he has total authority. I think not, but that's for others more experienced in constitutional law than I am (somebody who has been on more than more than one Supreme Court brief, for starters), somebody like Dershowitz. But what I can say is that if he has that authority, he sure as hell doesn't get it from the 10th Amendment.

He is setting up the Democrat governors to take full responsibility for when their states are opened. He can't lose and he knows it, but it takes the angry a little longer to figure things out.

I think he will be able to enforce a number of laws regarding interstate commerce that will force states to allow some economic activities.

Whatever happened, Trump backed completely off bossing the govs around today. Had a totally different attitude.

Then at the end, he couldn't resist taking one last shot at the govs when he left, threatening to come down hard on them if they messed up, lol.

I actually think the Commerce Clause might bail him out if he ever felt the need to use it, since almost all U.S. commerce is across state lines, due to the supply chain.

But it would be a bad PR move if he did and deaths went way up. This is going to be such a jumbled mess I doubt he tries to club anybody. PR too risky before an election.

Smarter to let the decisions fall on the governors.

He's not letting anything. He basically has no power here, and someone with the actual facts must have pounded that into his orange face. Evidenced by is 180 yesterday. Further, the CEO's have even more power and will do what's right to protect their most valued resource, their employees and customers.
