These divisions look like this:

Arizona State, UCLA, Arizona, California and Colorado
Boise State, Washington State, San Diego State, Oregon State and Colorado State

BYU, Utah State, Air Force, Fresno State, and Nevada
Baylor, Houston, Kansas, Memphis, and SMU

Northwestern, Iowa State, Indiana, Purdue and Illinois
Cincinnati, Boston College, Syracuse, Maryland and Rutgers

North Carolina, Navy, Duke, Wake Forest, and Virginia
Louisville, Central Florida, Kentucky, Vanderbilt and South Florida

The four division champions would play a semifinal game the first week in December, with the Conference Championship on New Year’s Day.

Combined, these two megaconferences include every current P5 team plus 15 G5 teams. This conference has a ten year average Sagarin rating of 70, compared with a rating of 82 for the top tier conference and 58 for the third tier.

Navy and Air Force but no Army? That won't fly (or float, or march).

It seems to be flying today. This is no different than the status quo for the service academies. It were to be problematic going forward, Navy and Air Force could opt to compete at the lower level.

As I said in my post, this is already the status quo for the service academies. All are D-I and none are playing at the highest level, or in the same conference as any of the others. They would all continue to play each other every year, just as they do now.

I would, however, lobby for an exception for the iconic Army-Navy game. I would allow that to be a 13th regular season game for each school, making it easier for them to play more OOC games (since each is committed to two President's Cup games every year).

But your 40-40-50 puts Navy and Air Force into the "second 40" and Army into the "50". That's NOT the status quo.

It sure looks like from where I sit. All play at the FBS level, the same as the 40-40-50 split proposes. Navy and Air Force currently play in the top two G5 conferences and have a power rating between 41-80. Army plays in no conference, and has a power rating outside the Top 80. Until quite recently, they would have been closer to the bottom 30 than the bottom 50. Where's the difference?

The status quo is now. Look at last year and the year before. The academies are currently where they have been in the long run: pretty much on par with one another.

We've each taken turns on top of the three and we've taken turns on the bottom of the three in the past, but we belong together in any reasonable tiering.

So you are saying that all three should be in the bottom 50, since Army clearly is. I suppose I could live with that, since I am clearly not a fan of one of the three like you are. But I expect Navy fans would disagree.

RE: FBS 40-40-50 divisions
To remove Navy and Air Force from what I am calling the American Football Conference, I have replaced them with Temple and Wyoming respectively. The top tier schools, in what I am calling the National Football Conference, remain unchanged.

That leaves the 50, which I would organize as follows.

Eastern Football Conference:

Northern Division: Marshall, Appalachian State, East Carolina, Western Kentucky, Middle Tennessee, Old Dominion, Charlotte and Coastal Carolina.

Southern Division: Georgia Southern, Troy, Southern Miss, UAB, FAU, Louisiana Monroe, FIU, South Alabama and Georgia State.

Western Football Conference:

Southwest Division: Louisiana Tech, Tulsa, Arkansas State, Louisiana, North Texas, Tulane, Rice and Texas State.

Mountain West Division: Air Force, Hawaii, San Jose State, UNLV, New Mexico, UT San Antonio, UTEP and New Mexico State.

The Mid-American Football Conference remains unchanged from its current membership.

Playing as Independents are Navy, Army, Connecticut, Massachusetts and Liberty.

In order to facilitate scheduling for the Indies, the National Collegiate Football Association (NCFA) will allow any school which plays at an Independent to have a 13th regular season game. The Hawaii exemption also remains intact.

Might want to look at Army's recent performance vs. your "second 40."

You might want to look at Army's history, recent and otherwise. In the 18 seasons from the start of the BCS era through 2015 Army's record was 52-160 (roughly 25%).

They did much better in the last three seasons, going 29-10. Here is a list of their 29 wins.

3 Navy
2 Air Force
2 Buffalo
2 Eastern Michigan
2 Lafayette
2 Rice
2 Temple
2 UTEP
1 Colgate
1 Duke
1 Fordham
1 Hawaii
1 Houston
1 Liberty
1 Miami (O)
1 Morgan State
1 North Texas
1 San Diego State
1 San Jose State
1 Wake Forest

Should we be impressed by that? That kind of scheduling tells me that Army considers itself a bottom 50 team. They are playing the right kind of opponents.
