I think it's 90% most likely it goes to the winner of the VT-FSU game on March 5.

Agree with the above. FSU probably finishes 4th without a tie if they beat VT. The unbalanced schedule for home and home's definitely came into play here, as FSU will end the year with the easiest in-conference SOS.
