Way too narrow of a margin. Rogers/Moore must have recruited members from outside the Jeffco delegation to try to help them vote it down. But nevertheless, it's another major hurdle crossed.
You can bet this isn't the last we'll see of Rogers & Moore though. They'll be all over the Bham City Council meetings.

Sorry, I think I misheard the vote. It's reported 14-3-45 as the vote. Being a local bill only local representatives voted on it. Rogers wouldn't be able to get non-Jefferson delegation members to vote on it because then that would open those other counties up to meddling.
I do think the City Council is still a major wildcard, too

I expect Williams, Roberson, and Hilliard to be solid yes votes with Tyson and Scales as solid no votes. Not sure how the others will fall, but I think Abbott will end up being a yes.

This is paid mostly by outsiders.

Does the tax include Uber and Lyft? I could see these services cutting into the tax revenue stream and screwing with projected collection.

3% on a rental car is no big deal.
I'm not sure how the 3% tax is collected on a lease, but it could turn into a competitive disadvantage for dealerships in Jefferson Co.

I guess it depends on how the tax is levied, but I doubt this is going to equate to $5 on a leased vehicle.
I think passing this bill is great because it puts everything squarely in the lap of Birmingham City leadership to make this pass or fail, and they can't blame the rest of the state when they screw it up. That doesn't mean this tax is going to be making nearly what they're projecting it to make.
Edit: It should also be noted that where many people live in Jefferson County, myself included, driving to "another county to save $5.00" is a 5-10 minute drive. I would absolutely drive that to save even $5.
