What they need to do is find a way to convince the sponsors of some of these lower level bowls in unattractive locations to move their bowls to the better spots.
I get that some can't be moved (the famous Idaho potato bowl for example) but those that can should.

I think the Potato Bowl can be moved, but it'll be a different name. This is one bowl that really needs to be relocated.

Correct, lets wait and see what happens over the next 3 bowl seasons. I still feel like the Sun Belt is in a good position with the 4 bowls that the conference has, also the conference is in a good position if other bowls do not have enough teams with 6 wins to be able to pick up a 5th or 6th bowl game.

I'm okay with that for now. I think if you get to 6 wins, even from the Belt, you're probably bowling now. No moratorium is better for us, but I'm not sure that this is going to hurt us in most years going forward.
But I imagine that a Bowl could be 'taken' from an existing city if the choose to stop supporting it (Tuscon/Nassau) or there are political issues arise like the situation in South Carolina and the Confederate flag (now resolved).

The real issue is the 6 win minimum and the P5 schools having too many tie-ins for every conference. Make it 7 wins and limit the number of tie-ins for each conference to half the number of teams they have and the problem would be fixed.

Without new bowls, how are teams going to get rewarded for having seasons?

We don't make the rules. We just deal with them.
They're not going to 7 games.
As far as limiting the SEC to the same percentage of possible bowl slots as the SBC isn't going to happen. That would equate parity between the conferences. And the SEC or any of the P5's is not going to write a rule mandating that. If we want to move up in the world, we're going to have to win some OOC games.

The way the bowl system works is that it's nearly impossible to get a bowl to shift leagues. The bowls entrenched with P5 leagues will never dump those leagues, so when G5 leagues decided they needed multiple bowl games too, they had no choice but to hope new ones were created.
New Orleans started in 2001, Go daddy in 1999, Camelia in 2014, and Orlando last year. Of those bowls, only Go Daddy started before the Sun Belt became a thing. We earned that game after CUSA refused to send top teams to the bowl because of its location.

If they did raise the bowl minimum to 7 wins, wouldn't it actually be good to the G5 in the long run. That would make FCS and G5 games that much more important to the P5 in order to make a bowl game. It would keep the P5 and G5 from splitting.

Interesting thought.
The vast majority of P5 schools try to get 3-1 or 4-0 so they only need 2 or 3 conference wins to make a bowl. Making at 7 wins does put more importance to get G5 schools for victories. I'm sure the most P5 schools are worried about SOS if they have a good year and in playoff contention.
