Is the President Congress' boss?
Sad that there are a bunch of us in a conference room here debating this. we are debating if the President is the boss of Congress. Thought I would put this up here and see if I was right.

RE: Is the President Congress' boss?
No. There is this whole separation of powers and by law no one branch is more powerful than the other, nor has power over the other.

Now in practicality the President has "some" power over congress due to the power of veto, but is not their boss.

Technically the vice President is the president of the Senate, but that is mostly less true in reality than on paper.

RE: Is the President Congress' boss?
I'll go with the ability to negotiate across lines and the impact of media influence.....

it's the media that has the real power.....and they fk'n know how stupid people are and how to spin the game.....

let's go one step further.....who owns the media and who do they play with?

this shite ain't that hard to figure out....

what one should ask themselves is this....do the dumb people want to play with the rich people? do the rich people want to play with the dumb people? can either/or sha(n)ke hands and agreee to how the tier will always be?

No.....

The President is nothing more than a superwhip and clerk. The American people puts far too much stock in the power of the POTUS. Not saying that the POTUS doesn't have an effect on things either.

But at the same time, congress has the chance to override a veto as well.

67% is very hard to do though.

I pointed this out because, as someone who studied presidential history in depth, it was sort of an invention of Andrew Jackson, who governed with the threat of the Veto, which allowed him to make policy, something that had not been doen before, and something that every presidential campaign has been run on since.

The power of the Veto, which is very hard for congress to covercome unless they are just hostile to the President, is what allows Presidents to make policy. They have absolutely no constitutional authority to do so. But because they can simply state "pass what I want passed, or I will veto everything" congress more or less does what the President wants, or at least initiates legislation that he asks for (that does not mean they automatically pass it, or that they don't change it, but they work on it). That is actually how the POTUS started writing policy, and how they started campaigning on such promises.

It has morphed in time, and almost all but forgotten, but the president's power stems from the veto power.

Yes he has veto power but congress has the ability to override a veto. Plus senate has the ability to filabuster. And XO's are merely changing how current laws are enforced.

Congress has rarely been able to override a veto as a percentage. That is why the power of Veto works. For example, Clinton only had 2 of his 38 vetoes overridden, which at just over 5% is the historical average, and even that might be inflated because of two somewhat unpopular presidents (Andrew Johnson and Gerald Ford) who had an unusually high number of vetoes overridden. The numbers are even lower if you include pocket vetoes.

Your buddy is confusing the US system of gov't with the parliamentary systems of the UK, Canada, etc where the Prime Minister is also the head of parliament.
