Create an 8-team playoff with 5 auto-bids for the P5 leagues and 1 spot for the top G5 champs using the Rose, Sugar, Orange and Fiesta Bowls as the quarterfinals with traditional tie-ins for that round (i.e. Big Ten vs. Pac-12 in the Rose). This is the #1 priority by far (as the lower tier bowl issues are on the margins for me).

This is actually a tremendous idea - let the bowls playout per the contracts and then hold the CFP after the NY6! Just switch the Big 12 champ back to the Fiesta Bowl - and perhaps occasionally let the Cotton host the Big 12 champ and the Peach host the ACC or SEC champ.

The Rose, Sugar, Orange, and Fiesta (or Cotton and Peach) would essentially become the quarterfinal matchups, although not precisely following the 1 v. 8/2 v. 7/3 v. 6/4 v. 5 structure - but close enough.

I researched the first scenario where a P5 champion wouldn't have been in the top-8 (based on BCS standings). In 2012, ACC Champ Florida St. was ranked #12 and the B1G champ Wisconsin was not ranked at all. This screws up the CFP quarterfinals idea somewhat, because #4 Oregon gets an unranked opponent in the Rose Bowl and the easiest path to the Final Four. However, this scenario presents itself only because of the Ohio St. probation. (Ohio St. was #3 in the Week 15 AP Poll). Although only ranked #12, ACC champ Florida St. still gets the Orange Bowl, albeit outside of the CFP.

Cotton(CFP): (1)Notre Dame[at large] v. (7)Georgia[at large]
Sugar(CFP): (2)Alabama[SEC] v. (6)Stanford[at large]
Peach(CFP): (3)Florida [at large] v. (5)Kansas St.[B12]
Rose(CFP): (4)Oregon[PAC] v. (NR)Wisconsin(B1G)
Orange(NY6): (12)Florida St.[ACC] v. (8)LSU[at large]
Fiesta(NY6): (9)Texas A&M[at large] v. (15)NIU (G5/MAC)

*Predicted winners are your 2012 CFP Final Four.

Chart showing the past 3 years of 7 win teams by conference (since realignment). Not on the chart is BYU and Notre Dame both who have met the 7 wins requirement all 3 years.
With the CFP in effect and the Access bowl spot for the G5, the conference would have the following number of bowls tie-ins (based on 3 year average).

MW: 5 (Being they would get the Access Bowl roughly half the time)
AAC: 5 (Being they would get the Access Bowl roughly half the time)
MAC: 6 (past history of showing they rarely get the AB spot)
CUSA: 5 (past history of showing they rarely get the AB spot)
SB: 3 (past history of showing they rarely get the AB spot)

PAC: 7
ACC: 9
SEC: 10
B10: 8
B12: 6
All P5 conferences I've accounted for making the playoff and at-large AB's, including ND's ACC bowl arrangement.

As it would stand now with 2015 results:
MW: Even, MAC:+1, CUSA: Even, SB: Even, AAC: Even w/AB spot

PAC: Even, ACC: -1 (w/CFP spot), SEC: +1, Big10: -1 (-2 w/CFP spot), Big12: -1 (w/CFP spot)

6-6 teams could fill any deficit for and or MAC with an extra team could fill at the lowest P5 bowl unfulfilled.
[BYU could fit into a spot which is short a bowl team.]

This is the #1 priority by far (as the lower tier bowl issues are on the margins for me).

2. No restrictions for any other bowl other than they need 2 primary conference contractual tie-ins in order to exist. If ESPN and a sponsor want to pay for a matchup of the 14th place Big Ten and SEC teams or find a bowl for a 4-win Texas team, then let them. There's zero reason to get sanctimonious about who goes to bowls outside of the playoff. These non-playoff bowls are purely for TV programming and selling holiday travel packages, so there's no reason to restrict them if they're willing to pay conferences money (and in turn, there's also no reason to force bowls to take conferences that they don't want or have P5 conferences subsidize G5 bowl spots, either).

1. The only way Illinois has a chance to get into the playoff is if there is 5 autobids for each P5 champion and for the G5 champion. The committee in the current system would pass up a B1G champion Illinois for Oklahoma, Alabama or Notre Dame.

2. The only way Illinois could possibly go to a bowl game is if all 14 B1G schools regardless of record were contractually bound to going to a bowl game.

Your comments make perfect sense from the perspective of an Illinois fan.

It has nothing to do with being an Illinois fan. I'm a believer in a playoff that uses objective on-the-field achievements over subjective eye tests and the application of the free market with respect to bowls that are exhibition games (and to college sports in general). Illinois could never win another Big Ten championship or get picked for a bowl game and I'd still believe those should hold true.

The playoff format isn't objective unless all of the 10 conferences have an autobid and every FBS school plays in a conference.

The Blue Chip programs want to use their national profile and their performance as the game of the week on ABC, CBS or Fox to do the talking. They want to be part of a Top 4 that includes Oklahoma, Alabama and Notre Dame every week. They don't want to make it into a conference race thing because the Blue Chip program is bigger than life.

TCU, Ole Miss, Utah....the committee looks at them like a bunch of Boise State's. Exotic mid major that doesn't belong in the conversation.

Bowl certification would be handled by the committee, not by the conferences. Aside from the NY6, the bowls would be selected in a draft - all 12-win teams would go first; all 11-win teams would go next, all 10-win teams, etc. Ties in the selection order would be broken by some predetermined fashion (CFP ranking, FPI, SOS, APR, etc.).

So the Big Ten only plays the SEC, the ACC and the MAC in Bowls outside the CFP ... but plays three different SEC teams ... and the MAC only plays the Big Ten and the Sunbelt, unless it makes an Access Bowl?

I'm guessing your philosophy is that monotony is what adds the spice to life? How can you have the Big Ten in four bowls against P5 conference schools and somehow completely miss a game against the Big12?

RE: What you propose if you were on the new NCAA OVERSIGHT BOWL committee?
My idea.

Power Conferences 7:
AAC
ACC
Big 10
Big 12
PAC 12
MWC
SEC

G5 Conferences:
Big Sky
C-USA
MVFC
MAC
OVC
Southland
Southern
SBC

Independents
Army
Notre Dame
BYU
Southern Miss.
UTEP
UTSA
Toledo
Ohio U.
Central Michigan
Northern Illinois
Arkansas State
Georgia Southern
U. Mass.
Schools that want FBS, but not in the conferences that moved up.
Liberty
Delaware State
Central Conn. State could be for tv market for G5.
Fordham
Dayton
Alabama State
Jackson State
Florida A&M
North Alabama

I put the best from the rest as independents to schedule more P5 schools like BYU. If schools get picked out of the MWC and AAC to the other 5? The Independents could go to the slots to replace the leaving schools.

FCS new Conferences:
Big South
MEAC
NEC
Patriot
SWAC
Great America Conference
GLAC
GLVC
GNAC
GSC
Lonestar
RMAC
MIAA
SAC

Bowie State MEAC

E. Oregon GNAC
College of Idaho GNAC
S. Oregon GNAC
Briar Cliff GLVC
Faulkner SWAC

FCS Pioneer/Ivy
Pioneer
Ivy
CCIW
Centenial
ECFC
Empire 8
HCAC
IIAC
NWC
OAC
ODAC
SAA Jacksonville and Stetson affiliates.
SCAA San Diego U. Affiliate in football.
WIAC

Of course, the schools that are doing studies or thinking of adding football.

Rest of D2 and D3 will merge to do away D3. NAIA can be affiliates of NCAA D2 for football only. Apprentice is still an affiliate to D2 since they are already an affiliate to D3,

The issue is to try and cut the cost of travel, the cost of playing and the costs of lawsuits for head injuries and all that.

This would give FBS enough schools to fill bowl games.
